Developing Public Private Partnerships (PPPs) in Ghana

AFD and its corporate university, CEFEB, in collaboration with the World Bank and the Ministry of Finance organised a five-day workshop on “Developing Public-Private-Partnerships (PPPs) in Ghana” from 02 to 06 February 2015, at Akosombo. The Workshop centered on institutional, legal, contractual and financial aspects of infrastructure development in the port, rail and road sectors as far as PPPs are concerned.

Alain Bloch, Specialist on road sector PPPs and Ron Kopicki, Rail and Port financing Specialist, took the participants through the mechanisms and issues related to the identification and preparation of PPP projects, their implementation and management up to the monitoring and evaluation stage. It was an opportunity to stress the experience and role of the AFD Group in PPP development through its wide range of financial tools such as soft loans, equity investments, technical assistance or grants.

The Workshop, which was opened by a Deputy Minister of Finance, Mr Cassiel Ato Forson, brought together about 35 participants mainly from the public sector to share ideas not only from experts but also from institutions that have vast experiences in successful PPPs in Africa (Eiffage, Bolloré and Bouygues). Also in attendance were the Deputy Minister of Transport, Mrs Joyce Bawa Mogtari and the Board Chairman of Ghana Railways Development Authority, Hon. Ibrahim Adam.
